Chapter 9 looks at how the countries of Southeast Asia view global issues. A Thai technocrat has taken over the World Trade Organization, and his views, along with those of most of the South, contrast starkly with those of green groups and anti-globalization protestors in the Nor th. Conflict is also brewing over the effort to protect biodiversity. Many NGOs in developing countries are irate over an apparent double standard: while the South’s rich biological resources are spirited away through “biopiracy”, the North demands protection of its biotechnology through intellectual property rights. But the most difficult North-South clash to overcome may be over how to prevent climate change, as disputes over the role of the developing world have effectively hamstrung the Kyoto Protocol.
